A certificate that is printed on a rectangular shaped piece of card stock. The certificate was awarded to Robert A. Fray in recognition of his contribution to the progress of the municipal hydro systems by his service as hydro commissioner for the municipality of Kingston. The certificate has a green, yellow, blue, red and orange foliage designed border around the perimeter. Near the top left corner in the border is an image of an angel with red hair with a yellow cord wrapped around his legs and travelling up his body to his proper right hand. His arms and his wings are both extended out at his sides. There are white lightning bolts radiating from his bottom half. The certificate is dated 1979 and is signed by the secretary and president of the company.
