A watercolour painting of the Kingston's City Hall with the Market Battery (1848-1875) in front of it. The view of the painting is taken from Shoal Tower facing towards the city. The painting has a gold coloured paper mat which is attached to it by a piece of framing tape on the back. In the bottom left corner of the painting, there are the initials of the painter that reads "EF" with the F larger and on top of the E. The tape has an advertisement for "Gartland's Art Store" located at 338 Princess Street. There are hand-written pencil notes at the left side of the painting on the back, reads "Mr. Horsey ____ $1.35".
