It is titled "GUNNER MUIR READING AREA". The certificate commemorated Gunner Hugh Wyper Muir, who was from the Second Regiment of the Royal Canadian Horse Artillery (RCHA). It stated that Muir was injured during the "Freedom of the City" parade on July 16th, 1983, and lost his life in service of his Regiment. In order to pay tribute to Gunner Muir. the City of Kingston dedicated Kingston City Hall's third floor area in Muir's name as the "GUNNER MUIR READING AREA". This certificate is signed by Mayor John P. Gerretsen, Q.C. on the lower right. There is a colored illustration of the Kingston coat of arms on the top and a gold stamp on the bottom left of the certificate. The edges of the certificate have stylized blue illustrations of various historical landmarks in Kingston.
