The photograph features a group of gentlemen seated behind tables that are arranged in a semi-circular formation and are facing towards four men seated in the middle of the semi-circle around a rectangular shaped table. In the background in the centre of the image is Mayor W. Craig. There are an additional two circular shaped cutouts of photographs of T. A. Andre and A. Shea that are adhered to the photograph on either side of the Mayor. The subjects names are written below the image on a beige coloured, semi-circular shaped mat. They include: "W. R. ALLEN // E.
