Isabel Turner was born in Scotland, settling in the Kingston region in 1968. Turner entered politics in 1980 as the first female member of the Kingston Township Council. Turner served as Kingston's Reeve from 1985 - 1997, and later as the Mayor of Kingston from 2000 - 2003. In 2002, Turned earned the Queen's Golden Jubilee medal for her service to the City of Kingston. The Isabel Turner brand of the Kingston Frontenac Public Library is named in her honour.
