A shield-shaped small banner made of cream coloured gauze-like material. The banner has gold coloured borders along the edges. On the top is a hand coloured word in red with brown outlines that reads "Новгород" (City of Novgorod in Russia). From the middle to the bottom of the banner is the Coat or Arms for the City of Novgorod. It is hand coloured in red, brown and blue. The Coat of Arms consists of 2 brown bears with raised swords, a throne capped with a candelabra of 3 candles, and blue water with 2 fish in it at the bottom. The top of the banner is folded over a rod and sewn onto the back side. Both ends of the top edge has a thin white braided string.
This banner features an earlier version of the Coat of Arms of the City of Novgorod. The current Coat of Arms of the City is a more modern version.
