A small shield shaped banner consists of two pieces of material joined at the top over a wooden rod. The rod has a blue polyester rope tied to it with tassels at either end, and the rope forms a loop at the top for hanging. The banner has a blue background with a coat of arms on the top that features a falcon and a shield. The black texts below the coat of arms read "Department of Education and Culture Republic of Indonesia Directorate General Non Formal Education Youth and Sports Directorate of Youth Affairs". There are 2 blue symbols under the black texts. On the bottom of the banner are the words "Indonesia-Canada Youth Exchange Programme 1989-1990" in black lettering. The banner has blue fringes along the left, right and bottom edges. The back of the banner has a plain white surface.
