This is a colour photograph of Mayor Ken Keyes (Mayor 1977-1979) wearing the Chain of Office surrounded by Councillors in Memorial Hall of City Hall, Kingston Ontario. The mayor and councillors are seated and stood around a desk. There are two rose of people, and three flags in the back.
