This is a framed original proclamation. It declares the twinning of the cities of Kingston and Scottsdale Arizona. It is dated May 9 1994. It is sealed and signed on the left signature block by Kingston Mayor Ken W. Matthews, and signed by Deputy Mayor John Clements. The right signature block it is signed by Scottsdale Mayor Herbert Drinkwater and Councillor Richard Thomas. The proclamation is on yellow paper, with a decorative border of vines and Kingston monuments, like the last gas lamp and a martello tower. It is seven paragraphs long, and typed in black ink. There is a Kingston coat of arms at the top of the proclamation. There are two gold seals with red ribbons on the bottom of the document. The matting is layered and has a marbled pattern. The frame has a brushed gold finish. There is hanging hardware on the back.
