This is a stylized site plan. It contains diagrams of building elevation, and planned views of the redevelopment of Portsmouth Harbour into the Olympic Harbour Park on the occasion of Kingston hosting the 1976 XXI Olympiad Sailing Regatta. It has building plans, illustrations of views around the harbour, a map, and logos. It is printed on paper, with a blue background with white illustrations and text. The upper left corner has the "Portsmouth Olympic Harbour Park" logo, and the upper right corner has the 1976 Olympics Logo. At the bottom is text that reads "Limited Edition No. 52 of 276 Copies", the City Parks and Recreation logo, and the text that says "Presented to R.M. Lucas Project Superintendent". There is a small box with the text of who drew the plans, checked them, and approved them, as well as text that reads, "Property of // CITY OF KINGSTON // PARKS & RECREATION".
The 1976 Summer Olympic Games were predominantly held in Montreal. However, since Montreal was not a suitable place to hold the sailing events, Portsmouth Olympic Harbour (constructed in 1969) in Kingston, Ontario was reconstructed in 1974 in time for the 1976 Olympic Sailing event. The sailing program took place from July 19th to July 27th 1976.
